New technology law in Paraguay reinforces importance of feasibility studies

Legislation expands incentives for the industrial sector, but technical and financial planning is considered decisive for operational success

Paraguay enacted Law No. 7,546/2025, establishing the new National Policy for the Production and Assembly of Electrical, Electronic, Electromechanical, and Digital Equipment. The measure replaces the 2012 legislation and modernizes the country's regulatory environment to attract industrial investments. For Brazilian entrepreneurs interested in expanding their operations to Paraguayan territory, however, the recommendation is to conduct technical and financial feasibility studies before any investment.
The new legislation expands incentives for the manufacturing and assembly of technological products, stimulating innovation, technology transfer, and job creation. The initiative seeks to attract manufacturers from sectors such as industrial automation, telecommunications, electromechanical components, digital equipment, and home appliances.
Paraguay bets on combining these incentives with structural factors already known to investors, such as competitive energy, macroeconomic stability, and strategic location.

Technical assessment
Despite the favorable scenario, tax benefits alone do not guarantee a project's profitability. Setting up an industrial unit abroad requires tax, logistical, operational, legal, and market analyses.
Depending on the company's profile, the new legislation may also act complementarily to existing regimes, such as the Maquila Law. Therefore, each project must be analyzed individually. “Paraguay offers real opportunities, but decisions need to be made based on data, not promises,” says Jonathan Roger Linzmeyer, entrepreneur, strategic advisor, and president of CN Mercosul.
Linzmeyer also warns about the risks of decisions based on superficial information shared on social media. “Today there are thousands of pieces of content talking about Paraguay. Some of this information does not present the full reality or fails to consider essential factors. Internationalizing a company cannot be a decision based solely on videos or promises. You need to work with numbers, scenarios, risks, and planning,” he points out.

Strategic analysis
International feasibility studies assess the economic, financial, legal, tax, logistical, and operational structure of each project. The goal is to indicate the most suitable strategy for the company or to identify potential unfeasibility before investments are made.
“Our International Feasibility Study brings together comprehensive analyses so that the entrepreneur has a clear view of the project. The commitment is not to convince someone to invest in Paraguay, but to provide solid information so that each decision is made with safety, responsibility, and long-term vision,” explains Linzmeyer.
The new legislation strengthens Paraguay's position as a destination for manufacturing and technology industries in South America. In the entrepreneur's assessment, however, the success of operations will depend mainly on the quality of planning carried out before installation.

Experience
Linzmeyer highlights that CN Mercosul has already participated in structuring projects for companies from different segments. “Over the past few years, we have had the opportunity to structure projects for metalworking industries, technology and innovation companies, food sector manufacturers, transport companies, service providers, and training companies. We have also worked with businesses related to infrastructure, earthmoving, civil construction, and the development of industrial, logistics, and residential condominiums,” he says.
Regarding the International Feasibility Study developed by CN Mercosul, Jonathan emphasizes that the work is not just a technical report. It brings together financial, economic, tax, logistical, operational, and strategic analyses so that the entrepreneur has a complete view of the project. “Our commitment is not to convince anyone to invest in Paraguay, but to provide solid information so that each decision is made with safety, responsibility, and long-term vision,” he said.
According to him, each project has its own characteristics and requires an individual assessment before any decision. In addition to technical studies, the company's work involves monitoring expansion strategies and implementing operations in Paraguay. “In addition to CN Mercosul's technical structure, I act as an international strategic advisor for companies of different sizes, from small and medium organizations to large business groups, multinationals, and publicly traded companies in Brazil.
